The information service “Atameken” (hereinafter – the Service) is intended for viewing information on assets transferred to the property of the management company (hereinafter – assets) on the grounds provided for by the Law of the Republic of Kazakhstan dated July 12, 2023 “On the Return to the State of Illegally Acquired Assets,” as well as for managing such assets through lease, trust management, conservation or sale (auctions and tenders) in accordance with the Rules for the Management of Assets Transferred to the Management Company (hereinafter – the Rules), approved by Order of the Deputy Prime Minister – Minister of Finance of the Republic of Kazakhstan dated October 5, 2023 No. 1061.

The Management Company

The management company is defined in accordance with the Resolution of the Government of the Republic of Kazakhstan dated September 21, 2023 No. 824. Access for the management company (Limited Liability Partnership “Company for the Management of Returned Assets”) is automatically granted via the BIN included in the legal entity’s electronic digital signature.

Individuals

According to paragraph 14 of the Rules, the management company posts information on assets transferred to its property in accordance with the Law on the state property register web portal. Thus, authorization on the web portal (in the Service) is not required to access databases on assets. Access to the Service is provided by the Joint Stock Company “Information and Accounting Center,” which is designated as the unified operator in the field of state property accounting in accordance with the Resolution of the Government of the Republic of Kazakhstan dated July 15, 2011 No. 802.
